Further to clause 5 (2) of the CPA Australia Ltd constitution, members are bound to comply with the following CPA Library regulations. Any breaches of the following regulations are subject to disciplinary action.
General
1.
CPA Library is available for use by members of CPA Australia. Students who have registered for CPA Passport and purchased the library card from CPA Store are also able to use the CPA Library.

In the event of CPA Australia establishing reciprocal arrangements with another institution the members of that institution shall have access to the CPA Library provided they undertake to abide by the conditions of borrowing applicable to CPA Australia members as set out below.

Material from the current collection is available for loan under the conditions set out below. Material from the historical collection is housed off site and the retrieval process takes two working days. Material from reference, the archival collection and journals may not be borrowed.
4.
Staff at CPA Library offer a variety of value added services including literature searches, general research and company searches. Charges apply for these services. Charges also apply if CPA Library staff undertake photocopying, emailing and faxing for members.
5.
Ask an information expert service is for general reference enquiries. (Fees will apply to comprehensive research). This service is not available for school and university assignments.
6.
Members working in the physical library must comply with the CPA Library Internet policy displayed next to each OPAC. Failure to do so may result in suspension from use of CPA Library and disciplinary action.
7.
Members seeking physical access to CPA Library should respect other members' rights to use the library in an environment that facilitates study, research, recreational reading and quiet discussion. Therefore the use of mobile phones and other noise producing electronic devices is prohibited.
CPA Library hours

The CPA Library is open for reading, studying, research, reference purposes and borrowing transactions from Monday to Friday. The CPA Library is closed on all Bank and Public Holidays and on weekends. Opening hours, subject to change, are displayed by state on the Contact us section of the website.
Conditions of borrowing

Members residing within Australia and eligible CPA Passport students can borrow up to five items at a time. Items are issued on personal loan for 14 days with the loan period for audio visual material being seven days. They must be renewed or returned by the date due or upon prior demand by the manager CPA Library.

A loan may be renewed for a further loan period provided no reservation for the item has been received by the CPA Library. A maximum of four such extensions will be granted, at the end of which time the items must be returned to the CPA Library. Members are directed to the provisions of Clause 13 of these Regulations in respect of items not returned.
11.
No person may borrow more than five items at any one time.
12.
An Express postal service is available for CPA Australia members who work and reside more than 10 kilometres from the Central Business District (CBD) and/or those members who do not have a CPA Library branch in their state. Eligible CPA Passport students living within 50 kilometres of the metropolitan area must collect material personally.
(a) Outward postage is paid by CPA Australia. To return material members are requested to ensure that it is securely wrapped, is posted via Express Post and returned by the due date. The return cost is at the borrower's expense.
(b) Members, in consultation with library staff, are at liberty to organise for items to be collected by a courier if unable to visit the CPA Library to borrow items. The cost of the courier is payable by the member.
13.
All borrowed items must be returned to the library by the due date, or by the date of recall by the manager CPA Library ('item return date'). A fine of $1.00 per day may be levied in respect of late return of each item borrowed beyond the item return date. If an item is lost while on loan to a member or deemed to be lost because it has not been received back by the library within seven days of the library issuing to the member a notice for return of the item headed 'Final notice', the cost of replacement plus a $40.00 processing fee will be payable by the member. If the item lost is part of a set of two or more volumes the member will be liable for the cost of the complete work. If an item is damaged, the cost of repair or replacement plus a $40.00 processing fee will be payable by the member. Failure to return items, and pay any sum assessed to be due, will be treated as a disciplinary matter and dealt with by a One Person Tribunal (OPT) as an administrative breach pursuant to By-Law 5.1(f). Until the sum assessed is paid by the member or the matter resolved to the benefit of the member by the OPT the member will be excluded from further use of the CPA Library.
14.
A member may, with the agreement of the manager CPA Library, authorise access to the CPA Library to a non member for the purpose of conducting research on behalf of the member for a period of up to 2 months. This arrangement is established by completion of an authority form issued by the CPA Library and signed by both the member and non member. The non member is entitled to borrow from the CPA Library during this 2 month period. In all such cases responsibility for conforming with CPA Library regulations, particularly in respect to lost or damaged books, remains with the member. This is not available to students who have registered for CPA Passport and purchased a library card.
15.
No borrower shall lend any CPA Library items to another person whilst on personal loan without the permission of the manager CPA Library.
16.
Items may be loaned to other libraries in accordance with established inter library lending procedures and with the conditions set out in clauses 9-15 of these regulations being applicable.
